Huh! Despite the fact that their web site shows "ArcGIS 10.8.2 is the
current release of ArcMap and will *continue to be supported until March
01, 2026*"

I guess "support" does not include "granting licenses."
After having weathered at least four fundamental Esri flagship GIS
software overhauls, and with ArcGIS Pro being a mature product, I do
recommend making the switch ASAP if you have not already done so. Well,
you do have three whole days to migrate all of your projects while you
can still open them in ArcMap!
