[Alpine-info] Repository mirror and availability in the UK

So I looked up that github public mirror situation. This thread was helpful:
https://stackoverflow.com/questions/11370239/creating-an-official-github-mirror

TLDR: GitHub no longer accepts requests for mirroring arbitrary
repositories. One can create a post-receive hook within their own repo (eg.
within repo.or.cz) to automatically push to a github repo, but they don't
do the automatically maintained thing anymore.
