I contacted the UWash IT service about another spammer,
Jonathan Emanuel Campoya <jonycoco41 at gmail.com> last month.
They contacted the list owner and asked him whether he wanted anything 
done. The responses I have had suggest that the list owner "Michael"
did not reply to them.

The Alpine-info list page at
   https://mailman23.u.washington.edu/mailman/listinfo/alpine-info
suggests that the list is run by:
 	mikes at u.washington.edu
 	alpine-info-owner at mailman23.u.washington.edu

If you wish to suggest spammers to the mods,
I suggest contacting Mike/Michael directly.

If anyone on the list has a UW NetID and wished to volunteer
as another mod, could you contact Mike or UW-IT?
