I believe UW has the license for address geocoding with StreetMap. I'm a faculty member affiliate of CSDE and I use the .loc files that are available on their CSDE Terminal Servers drives. Also, in my GIS class I instruct students to map their computer's

If you're doing a large amount of geocoding though, I think UW GIS support wants us to install ESRI Business Analyst add-on to ArcGIS Pro, which includes the license to StreetMap. See this site for install files (need to on UW campus network or via VPN):</div>
