[UW-GIS-L] Geocoding large dataset in CA

Hi UW GIS Community,

I am hoping to geocode (address -> coordinates) a large (>1mil) dataset for
tax data in California.

I am interested in using StreetMap Premium for ArcGIS
<https://pro.arcgis.com/en/pro-app/latest/help/data/streetmap-premium/geocoding-with-streetmap-premium-locators-in-arcgis-pro.htm>.
I believe that a specific license is needed for this (e.g., StreetMap
Premium North America extension
<https://doc.arcgis.com/en/streetmap-premium/latest/get-started/license-reqs.htm>).
I am not sure if UW has this license or has access to a similar licensed
address dataset that could be used. In my understanding, I need a .loc file
that includes streets and address ranges to be used for the geocoding
process.
