[UW-GIS-L] Updating licenseManager on lib-licensing and lib-licensing2

Hello everyone,

The library is updating license manager  on both  lib-licensing and lib-licensing2 servers from ArcGIS_License_Manager_Windows_2022_0_182116  to ArcGIS_License_Manager_Windows_2022_1_184717 in order to mitigate the  errors  found in the server logs:

(ARCGIS) Request denied: Client: xyz-mno at abcd-86(abcd-86) (11.19) newer than Vendor Daemon (11.18). (Version of vendor daemon is too old. (-83,21049))

If you configure your system according to this page: https://sites.uw.edu/arcgis/software/arcgis-desktop/arcmap/on-campus/, you should not see any disruption while we are upgrading them.
